Cats have a really flexible backbone which lets them bend in strange ways. They can sense the direction of the ground via balance mechanisms in the ear which lets them know which way they need to twist for their feet tobe facing down.
Just yesterday when I was sitting in a park (nice day) a cat climbed up my back and tried to sit on my head. When I tried to move the cat down, it very slowly came down again, jumped from my back down to the grass and landed with the front two feet first. What does always mean in your question?
I would like to add a small related story/joke that was mentioned on german TV yesterday. If one puts butter on a slice of bread than slice of bread will fall onto the floor with the butter side to the ground. If a cat jumps down, it lands on its feet. What happens if a cat has butter on its back? (this was discussed yesterday on german TV, I do not know the outcome of the discussion).
